Please keep in mind that I am not a medical expert, but my first thought would be to try a compounding pharmacy, where knowledgeable pharmacists can compound specific medications on site. The only downside can be that some insurance companies may balk at covering 'speciality' drugs, but I think in your situation, you would have a legitimate reason to request compounded medications. Also, one study was done specifically for people with hypertension and multiple drug allergies and one treatment option was liquid medications, as opposed to capsules/pills -- https://www.ncbi.nlm.nih.gov/pmc/articles/PMC5049677/.
